Washington State Recycling Contamination Reduction and Outreach Plan Draft (CROP)

We want to hear from you

Thank you for your interest in Washington State’s Recycling Contamination Reduction and Outreach Plan (CROP). We need your help and your good ideas to make the State CROP more valuable and useful to you and everyone else working on reducing recycling contamination in the state.  In addition to sharing your general comments on what you like, what you don’t like, and what you recommend be changed in or added to the State CROP, we are particularly interested in getting your feedback on the sections of the Plan listed below.  Please submit your comments no later than Monday, August 31, 2020 by 5 pm.

Introduction, Cleaning up the Stream, and the Statewide Action Plan – These sections include the context and background for the State CROP, an analysis of the causes of recycling contamination, data on contamination issues, and suggestions on a path forward to significantly reduce recycling contamination in the state. This includes a Statewide Action Plan to reduce recycling contamination.

  • What information in this section is useful to you?
  • What additional information and data would be helpful to you?
  • What important issues and questions, if any, would you like to see addressed more fully?
  • What changes, if any, to the Statewide Action Plan would you recommend?

Guide to Local CROPs – This section includes a list of the local governments that are required to include a CROP in their Solid Waste Management Plans (SWMP) and a Local CROP Template they can cut-and-paste into their SWMP in-lieu of developing their own. This section also describes the process for local governments to include a CROP in their SWMP and submit it to Ecology for review.  We are especially interested in hearing from local governments about this section:

  • How useful do you think the Local CROP template will be in helping local efforts to reduce recycling contamination?  What changes, if any, to the template would you recommend?
  • Is the process for including a CROP in a local SWMP clear?  What questions, if any, about the process would you like to see addressed?  What changes, if any, to the process would you recommend?

Best Management Practices (BMPs) – Work on this section is ongoing and we are looking for your ideas on what additional strategies to include to make the BMPs more valuable and useful.

  • What information in this section is useful to you?
  • What additional information would be helpful to you?
  • What changes, if any, to this section would you recommend?  Do you have additional information to share that you would like to see included in the BMPs?

References and Resources and the Recycling Contamination Reduction Resource Library

Work on the references and resources section is ongoing as well.  These references and resources will also be included in the resource library.  We created the resource library so we can continue to add new resources and update existing ones after the State CROP is published.  We are interested in hearing your ideas on how these tools can be enhanced and improved to serve you better.

To learn more about the CROP, please join our online forum on Wednesday, August 12 from 1:30 to 3:00 pm. A recording of the web meeting will be sent to our email list.
