A periodic review is conducted every five years to evaluate the effectiveness of the cleanup. The purpose of the review is to make sure the institutional controls remain effective, and the cleanup still protects human health and the environment.
Crownhill Elementary School (School) property at 1500 Rocky Point Road (Parcel No. 152401-2-027-2005, the northern parcel) and the northern portion of the Bremerton United Methodist Church (BUMC) property at 1150 Marine Drive (Parcel No. 152401-2-098-2009, the southern parcel).
The Site was used for sand and gravel mining up to the 1930s. After excavation stopped, the pit was used as a municipal/industrial landfill in the 1930s and 1940s. The depth of fill extended from 15 to 40 feet below grade. The landfill activities had caused the Site to be contaminated with various hazardous substances. Bremerton School District acquired the northern Site parcel from Kitsap County in 1954. Construction of the current school building was completed in 1996.
Cleanup actions were completed under a 2015 Agreed Order, which included removal and capping of contaminated soil, operation of the School HVAC system during building occupation, monitoring of groundwater and soil gas, removal of petroleum free product from monitoring wells, and placing restrictions on the property through environmental covenants (institutional controls) to protect the remedy. A periodic review is conducted every five years to evaluate the effectiveness of the cleanup and confirm that it is still protective of human health and the environment.
The findings from the periodic review:
Soil that is still above state cleanup standards is protected under a cover system that follows the environmental covenant requirements.
Arsenic is above state cleanup standards in groundwater.
TCE has consistently exceeded the Site cleanup level in one monitoring well.
Due to the proximity of residences to the Site, the PLP’s consultant and Ecology are preparing soil gas and groundwater monitoring plans to provide additional characterization and bounding of the TCE concern. The cleanup completed is still protective of human health and the environment. Ecology is inviting comments on the periodic review.
We will review all comments received during the comment period. We finalize the periodic review if no significant changes are made.
